Following the presentation of the peace plan, European Union foreign policy spokesman Josep Borrell felt that China could not mediate the ongoing war in Ukraine due to its large bias against Russia, as he described it, indicating that it could contribute the conclusion of a peace agreement with Moscow. .
“China does not distinguish between an aggressor and a victim. China does not call for the withdrawal of Russian troops from Ukraine,” Borrell said during a speech in the Spanish capital of Madrid.
He added that China should use its influence with Russia to achieve peace in Ukraine.

Borrell believes the only peace plan on the negotiating table is one proposed by Ukrainian President Volodymyr Zelensky in November, which includes demands for the withdrawal of Russian troops and the return of Ukrainian borders to the state they were in before Russia’s annexation of Crimea in 2014.
Borrell said the EU would not accept a hypothetical situation in which Russia would install a pro-Russian regime in Ukraine and deploy its forces on the border with Poland, an EU member.

Borrell’s comments coincided with Spanish Prime Minister Pedro Sanchez’s call for Chinese leader Xi Jinping to speak with the Ukrainian president and learn first-hand about Kyiv’s peace plan.
Last month, Beijing presented a 12-point peace plan and called for a comprehensive ceasefire.
